I believe there has been previous draft animal welfare legislation in China which has come to nothing. I believe the subject draft law is more to do with human health than animal welfare. Dog fighting as entertainment is still legal (although betting on a dog fight is not) and there are no welfare provisions for sleigh and cart dogs.
