Consider the worse case scenario,issues escalate ,your boy picks on the wrong dog or the wrong owner .Dog parks require dogs by law to be under control, This is just like going to work and spending your dog with a work place bully ,he may also not be a bully but a dog who is stressed by the over stimulation of a park and doesn’t know how to react .
