Brisbane Behaviourist Recommendation

I adopted an 18 month old staffy cross through a rescue 2 months ago.

She had shown some dominant behaviours towards her foster carer's 2 staffys while with them.

While she has been living here, she has barked a lot at next doors dog (but only when she's on the 2nd story verandah as she can't see through the colourbond fence in the yard).

Today she was lunging, barking and trying to get at next door's dog under the fence (their dog was doing the same thing). I had to pull her away and restrain her.

Now every time she goes into the yard she is doing the same thing, so I am only letting her in the yard while on the leash.

I need some assistance and would like some recommendations please.
