Crikey. How awful Jules.

You may recall I had an accident waiting to happen next door. Dog tied up on a running chain on the balcony (incessant barker as well) - the one time I saw it off the chain it bailed me up in my own front yard. Luckily I got behind a gate quick smart but I couldn't leave my house yard until the idiot owners called it off. Reported to council. Who asked me to film the dog next time it tried to attack me. Sure thing.

A poorly bred, poorly socialised Border Collie - great with dogs, bloody terrifying with people. Thankfully they moved out so I don't have to deal with them but it's likely happening somewhere else.

I was bailed up on my own property once by an aggressive dog who used to hunt roos on my property pretty much every day. When I complained to the council they said I had to catch the dog and tie it up before they would come out. :mad

Someone walking past was attacked.

The puppies were a while ago.

People on this forum were quite nasty to me when I asked about reporting them. I had just moved to the burbs and didn't know what you were supposed to do in a situation like that. If the fence had been A1 it wouldn't have bothered me as much.

I remember that, maybe those people will think twice now.

I'm going to call the council tomorrow to see what they are doing about it. If the dogs aren't removed or contained in a very secure run I just don't want to be walking past there again.

Shame as it is the street that the peacocks live on and I really like looking at some houses down there.

I'd be incredibly surprised if the dogs weren't siezed by council. Let us know how you get on.

I'm not sure what the law is in Vic but NSW has just introduced a "Menacing Dog" category that will be treated somewhat like a Dangerous dog. If a dog is reported as menacing Council can act before it actually attacks anyone. As the law stood before an attack had to happen before they could do anything other than order the owner to contain the dog. This is why I have a real problem with the supporters of blame the deed not the breed idea, as in only acting on a particular dog once it has attacked. We need strong enough laws to PREVENT these deeds happening. Maybe not breed based but certainly based on a dogs general behaviour. It is too late after someone has been attacked. Sure you can punish the owner and the dog but that will never undo the damage done to someone who has been attacked. There should be a strong distinction between a bite and an attack as the intent is very different. Many dogs bite for many reasons including defending themselves, excitement, fear etc and a nip or a bite may result in a bruise, a puncture or a small tear in the skin. Dogs that do this are normal dogs but a dog that launches an unprovoked attack where it keeps biting and tearing at the person or other dog is mentally unstable and a menace to society.

Don't be too hard on yourself JulesP :hug: Some dogs can act like this their whole life & never actually bite anyone. You weren't to know. Terrible ordeal for you to go through though, very scary. Just shows you you can never be too careful though.

Yes this has made me have a rethink actually. There is a very aggressive dog that lives around the corner from me. The owners let it out every morning for a a nature call :mad wonders around doing what it likes until yo go to approach it. Then it charges at us, teeth bared. He is scary. You just don't know do you????

I have had the same issue for a couple of years, spoken to the owners - they have laughed at me. It's a small dog. I've warned them that my dogs wouldn't hurt her but one day she'll approach a larger dog on a long lead, with her teeth bared and one bite and she'll be gone.

Haven't bothered to tell council - they aren't very good at dealing with this sort of thing.

Since I spoke to them the last time, I haven't seen the dog out in the mornings, she's still there as she barks through the fence when we go by but I hope they've seen sense - they used to leave the gate open and she also used to cross the road which can be busy, they didn't give a crap.

In the case the OP describes, it is entirely the owners' fault. They already knew there was a problem and yet chose to make it even worse by breeding from an aggressive dog. Unbelievable. I really hope that the authorities throw the book at them and euthanase the dogs for they are dangerous, no question.

Surely the dogs will have to be put down ? Particularly if there have been complaint.

Definitely report and get the person's name. Even if the rangers do nothing which seems to be par for the course in many places, you have a record.

I was really annoyed about the puppies. I assume the dad was their other dog so don't know if it was deliberate or nature taking its course. The male dog wasn't too bad until the pups were on the ground.

The last time I reported a loose dog that rushed me to Council, they said "Well it didn't bite you or anything, I don't know why it's a problem. We don't patrol on weekends or outside of work hours."

Yes it didn't bite me but it was trying to get to my dog! In my experience council are basically useless when it comes to menace dogs.

I hope you feel better soon Jules, it was not your fault and I hope the person who was attacked is ok too. :(

Yes, my council is the same. I keep reporting the same 2 dogs that an a--hole neighbour lets out. I did an affidavit a few years ago when they attacked my dogs, I couldn't get away fast enough. Nothing was done as my dogs didn't need vet treatment, I nearly had a heart attack.

Recently I called the council again and they said "well you are the only one complaining, they are old dogs now" - WTF??

Why is it OK for 2 large breed dogs to roam, crossing roads and entering other people's properties? I've opened my front door to walk my dogs to find them standing there ... I don't honestly believe - and will not risk it - that they would be OK with my dogs. They are not that old.

Yep that would be it. I was there not long after 10am.

Even if they didn't get out this time I will be talking to the council as they have now shown that they will attack a person and I've seen them out about 4 times.

In SA they don't have to get out for the council to do something - all they have to do is scare people (and the ranger). Getting out is another level. The SA state law says a dog is not allowed to harass (anything) whether or not any injury is caused to the harassed being.

I cannot figure out the vic laws. Obviously if these dogs looked like pitbulls they would be locked up in the council pound whether or not they did anything wrong, but if they don't look like pitbulls then they have to kill someone first?

I have a lot of problems with ignorant or unwilling staff answering the phone at our local council.

I had a scare the other night - just after 6 on a Friday of course - the local footy club is renovating the kitchen and chucking stuff off the balcony into a giant skip - with a fair bit of the trash landing outside the skip.

Some of it looked like vinyl flooring - the sort that has asbestos attached...

I ring the council after hours and the lady (who knows and recognises me - sigh) says she doesn't have anyone to send out.

So I get home and send an email with a photo - to the CEO of the council and my ward reps and the local residents association CEO and the EPA investigator... And tell them what happened.

I don't know it's asbestos - CEO said the clubrooms had been tested so he was happy it was all ok - and a builder friend of mine who also uses that park (to walk our dogs), had a look and said the grey stuff was glue. So I'm much more reassured than when I rang and the woman fobbed me off.

CEO did send a ranger out on the Saturday to inspect, and get the club to clean up the mess outside the skip. Tho after the football game they had on Sunday - OMG more boys' party mess.

CEO also told me that the lady who answers the after hours number had not followed correct protocol. I don't know what that means but apparently "having nobody to send" is not an excuse to make us wait 2 days till Monday on a potential life threatening pollution scare.

I've often had dumb fob you off answers from the reception / phone answering people at council. I guess it makes their life easier until they get someone like me :S

I don't understand this logic... couldn't the owner come back and create a fuss saying you've "stolen" their dog and are touching 'their property' or something? Seems dubious.
