It has been a good reminder for them as well. Just to clarify though I didn't put my face right up to this dogs face or in his face. I was standing to the side of the dog. They said that without a name or address for the owner they couldn't do anything. What did you think they would do without identifying the owner? I'm pretty sure Jess wanted to call the council for advice more than anything. Correct me if I'm wrong :) Also, someone had suggested earlier in the thread that calling the council would be a reasonable thing to do, even without the owner's details, because the description of the dog alone might be enough if the dog is known to the council. It's always worth reporting an incident where someone could have been injured, for all Jess knows this guy could be walking around saying "pat my dog" just to see if it will snap. All calls are logged, the next person who rings with the same problem may actually know where the guy lives , then council will know it's wasn't a one off incident. Perhaps if similar instances are reported the ranger could keep an eye out on his rounds. Better to report it and get nowhere than just let it slide. The dog may have history and be recognisable to the Council, or this may become history for the dog if another incident happens in the future and the two can be linked.
