I suspect any mass culling of dogs would present a significant political problem in the US. Tho' honestly in this case it sounds like it's what is required. They would need to be a good shot, and it's suburbia even tho' some of it is reclaimed meadow now. I think finding people skilled enough to cull with guns in those circumstances would be hard.
