Fleas?

Quick post for anyone who is still awake- I am finding red spots with black specks on them on my dog's belly (no where else). First thought is fleas but so far the black specks I have been able to get off are not turning red with water. I also have to kind of pry them out. Tried the shaking the dogs hair on a white towel thing and nothing came up. Could it be anything else?

Edit: I should also add I put on frontline plus for my dog two weeks ago.
