what about leaving the dog tied up outside a rescue with a sign around it's neck saying "cat killer" dumped- surrendered or both? They had no clue where the dog came from.

that dog was clearly dumped

that dog was clearly dumped

yes it was. As are many others who are brought in- in person by their owners. I'd be inclined to believe genuine reasons would be a very low percentage(owner dying for instance).
