My tie outs are a decent chain ( < 2m ) and a Kramar cable which is coated in plastic (4.5 m)

I would suggest using one of these for tie outs and keeping leads for walking.

I never had a leash chewer, but to stop chewing on other things I used something foul tasting, like vapour rub, which prevented the dog chewing.
