When the four year-old was killed in an horrific dog attack, the State Government sped up restrictions on notorious dog breeds. Now, restricted dogs may be destroyed if they're found unregistered or wandering the streets. But look closer, and it's a lot more complicated. What makes a dog 'dangerous'?
