My neighbour put those square poison blocks out once & when I let my dogs out one ran up to me with one of them in her mouth. The rat must have either dug under the fence with it & dropped it or gone up the tree & dropped it into my garden. It was right next to the fence. Just awful, I am really sorry it's obvious how much you love your dogs I truly hope it was accidental that he got a hold of the bait - maybe this is the clincher that you need to decide between staying and going? Fertilisers and compost can harm a dog, I had to have 3 of mine in the vets after they ingested some fertiliser wihlst we visited a friend. One nearly died that night, after the first vet visit and I had to rush him to emergency again.
