Yesterday, a self-reference committee was told it cannot examine the matter without Parliament's permission because the RSPCA is a private organisation, not a government department. The committee has signed off on the terms of reference for the investigation. The Nationals' duty MLC and deputy chairman of the committee, Rick Colless, says it is a technical hitch. "I have the greatest respect for the clerks of the Parliament, they always operate independently and they will give you advice very clearly in the best interests of what you're trying to achieve.
