I always say, I do not care if you have a perfectly trainer obedience dog, all it takes is 1 second, 1 tiny mistake, and your dog could be dead. Agree. Yesterday morning I was waiting for the bus on a very busy road, when a guy walked past with his JRT off lead. I didn't even see a lead in his hand, I can't help myself, as I have seen too many "safe" dogs run over, so I said to him, put your dog on a lead, it is an accident waiting to happen, well his response was a mouthful of expletives & he ended with giving me the finger.
