Even Pavlov's dogs required operations to attach special tubes. From memory Thalidomide was tested in dogs and found to be safe, though I could be wrong on that one. Animals metabolise and excrete drugs differently to humans so it's more of a medico-legal thing than a research tool to advance science. We tested it in animals and it didn't prove to be fatal!!!
