With burrs, i use a comb or a slicker and just separate the hair from the burr, one bit at a time. For general grooming I would use the same idea except I would change to a good quality pin brush. I've just discovered the joys of Chris Christenson pin brushes. Zero actually likes being brushed now!

Shell... I'm not talking three burrs over whole dog... our paddocks have some hideous damn things in them. It's easy enough with the Shitty to cut them out but don't really want to do same with Mandrake.

For a pet Belgian I used to use a pin brush, a wide-toothed comb (called a Collie comb I think) and on some bits a slicker brush. These days I'd probably use a furminator or Mars as well (but I'm not a 'grooming ghuru').
