They said that the Swiss authorities said they already had sound laws which just need to be enforced. But it also mentioned something about 'courses' in how to care for companion pets responsibly. Yes, mandatory walkies was mentioned. I don't know, tho', if the responsible dog owning courses are already in it, too. Seems like they may be, from what you've posted.
