Need Help Editing A Picture

I want to get rid of his sister in the foreground. I initially wanted to keep his arm but that looks to be unlikely.

I tried burning but he is wearing a blue shirt so you can tell against the back background.

Any chance of fixing this photo without turning it black and white?

Wanting to keep the darkness of it, but yes something like that. The difficulty I have is that the shirt is blue and the blur is black, so it is difficult. I haven't tried cloning yet though
