TigerJack Posted January 16, 2008 Share Posted January 16, 2008 The two year agreement signed between the AFA and the ANKC allows members of either group to compete in the other groups events without also becoming a member of that group. ie: AFA team could enter an ANKC flyball comp without its members joining the ANKC and vice versa. The agreement allows for inusrance of members. Points accrued at AFA events are supposed to be recognised by the ANKC as long as that member was also a financial member of the ANKC at the time they gained those points. ANKC do not possess any competition start lights at this time and they have not yet gotten any accredited judges. Don't think any events are yet planned. Those rules you posted seem a little out of date. There have been updates to the AFA rules that are not listed here. eg: waiting time to change teams is 90 days, not 4 months and the jump heights are now 7-14 inches, not 8-16. LilBailey Posted January 19, 2008 Share Posted January 19, 2008 The Link would have been to a big PDF file so I have just copied and pasted ANKC/AFA Agreement AGREEMENT AND STATEMENT OF INTENT AS BETWEEN THE AUSTRALIAN NATIONAL KENNEL COUNCIL, ITS MEMBER BODIES AND THE AUSTRALIAN FLYBALL ASSOCIATION INC. REGARDING MUTUAL DEVELOPMENT OF FLYBALL WITHIN AUSTRALIA Whereas both the ANKC and the AFA are interested in the ongoing development of the sport of Flyball in Australia and both wish to do so in a co-operative and mutually supportive manner, the two parties hereby express their general agreement on how to now proceed. Statement of Intent as between the parties. OBJECTIVES Both the ANKC and the AFA agree to work together and to use best endeavours to achieve an outcome that ensures that Flyball racing and competitions within Australia are conducted under a common set of Rules and Policies. The ANKC and the AFA agree that the current AFA Rules and Policies will be adopted as the common Rules and Policies, with the ANKC having their own Rule Book which is a version of the common Rules and Policies of the AFA. A review of the Rules and Policies will be conducted in consultation with both organizations, being 18 months from the date the agreement become effective. FLYBALL COMPETITIONS This agreement will allow ANKC Canine Controlling Bodies sanctioned events to accept entries from members of the AFA and AFA sanctioned events to accept entries from members of Canine controlling Bodies. This is necessary to comply with the internationally accepted rules, which require any dog to be allowed to compete on a competition. AFA members entering CCB sanctioned competitions will be required to sign the CCB entry form and agree to comply with the CCB rules and regulations. CCB members entering AFA sanctioned competitions will be required to sign the AFA entry form and agree to comply with the AFA rules and regulations. COMPETITION DATES The AFA and CCB agree to co-operate regarding the forward planning and scheduling of Flyball Competitions within Australia. Both the CCB and the AFA agree to avoid clashes of event dates in venues within 100km of each other if a local competition, within the same State if a State event and within Australia if a National Competition. Where possible the CCB and the AFA will make available on their websites, scheduled Flyball competitions dates 2 years in advance. TEAM NAMES The AFA would keep a register of all team names (these can be viewed at www.flyball.org.au). Team names to be registered with the CCB must not be already registered by the AFA. CCB will email team names registered by them to the AFA and all registered team names both ANKC and AFA must be listed on the AFA web site. Changing Teams will be in accordance with the ANKC/AFA Flyball rules. QUALIFYING POINTS AND TITLES Both the AFA and CCB will issue their own Certificates for Points gained towards a Flyball Title by any dog at any Competition. Any Title issued by the AFA will be recognized by the ANKC providing the person applying for the ANKC Title was a financial member of the CCB and the dog gaining the Title was registered with the ANKC at the time the Title was issued by the AFA. JUDGES ANKC Licensed Judges and AFA Judges are recognized by either Body and may judge for that Body providing they are members of that Body. CCB Judges are listed on the ANKC Web site and the AFA would need to supply a list of approved Judges if they are to be become ANKC Licensed Flyball Judges. RULE BOOK The ANKC may publish on the ANKC website the ANKC Rule Book that is a version of the common Rules and Policies of the AFA. The AFA may publish on the AFA website the AFA version of the common Rules and Policies. INSURANCE CCB would need to ensure that their members are covered by their insurance when competing in AFA sanctioned competitions and the AFA to ensure that their members are covered by their insurance when competing in CCB sanctioned competitions. AGGRESSIVE DOGS Reporting of Aggressive Dog/s must be in accordance with the CCB or AFA Constitution and Rules. 1. Immediate investigation of aggressive dog incidents at Flyball Competitions under their jurisdiction. 2. Immediate suspension from participation by a dog whilst under investigation. 3. Appropriate penalties for dogs and owners (if applicable) following conviction for dog aggression. Where a dog is declared Aggressive and banned or suspended by CCB or the AFA they are to: Immediately notify the ANKC Administrator who will notify the appropriate CCB and the AFA (as the dog may be registered with both Bodies) of the ban or suspension Specify the period of the ban or suspension in the ACC Computer and notify the AFA. Where a CCB/AFA is advised that a dog has been declared Aggressive and banned or suspended, the CCB/AFA is to promptly advise its affiliates of the ban or suspension. MISCONDUCT 1. Where a report of an alleged offence is received, the CCB in the State or Territory in which the alleged offence occurred or the AFA, shall investigate the complaint and conduct an investigation in accordance with their Constitution and Rules. The investigation shall be conducted under the rules or Natural Justice and lay a charge if it is deemed necessary, such charge to be determined by a hearing conducted for the purpose of determining innocence or guilt arising from such charge. 2. If such person is found guilty by the CCB or AFA investigating the complaint such CCB or the AFA shall submit a report with recommendations to the CCB in the State or Territory in which the person resides or the AFA. Such CCB or AFA shall examine the evidence and if satisfied that appropriate measures with regard to Natural Justice has been undertaken in the process, they may impose a penalty, if any. Witnesses or parties residing outside the State or Territory in which the inquiry is conducted shall be given the opportunity to submit evidence in person if they wish or may submit evidence by way of affidavit. DURATION OF AGREEMENT This Agreement will become effective from the date of its adoption by the ANKC and the AFA. In the event that either organization does not obtain the approval required under its Constitution, this Agreement will lapse. Once adopted the Agreement will apply for a period of two years during which time each organization will use best endeavours to develop an ongoing Agreement regarding co-operation and mutual support.
