chihuahua dad

My wife took our 2 Chihuahuas to the local petbarn to wash our dogs & they came back with a flaky skin rash on their back. can anyone please tell me what it is & how I might get rid of it. It's driving my dogs crazy & no matter what I've tried I can't cure it.!!
