I would not think that a dog would recognise it's 3 year old sibling if they'd not seen each other since they were 8 weeks old. However, if these dogs spent a year together then went away for 5 years, I would imagine it's possible they might remember each other. BTW: I get my new puppy tomorrow too.

This does not look safe to me. I wouldn't use it because it has no wind block, no smooth surface etc. if a pup gets under the towels and a limb falls between the bars it could be very bad. I suggest about 90x90cm for your Cocker Spaniel.

No once have I had to show ID to collect a pup or adult cat or dog. Signature was required, but no ID.
