It could be a food allergy. Lots of dogs are allergic to wheat, maybe try a high quality wheat free kibble.

DJ was the same, just make sure you're puppy doesnt chew on anything too hard when their teeth fall out as this will increase the bleeding. Giving the puppy ice also helps with the swelling... hope this helps
