Owners of dogs have told me to let their dogs tell her off...I remove her when I can clearly see she doesn't care. I have stopped giving her the opportunity to do it.

She doesn't jump on other dogs. She taps them on the head in a playful manner if they are smaller then her. A dog can growl at her not to continue with unwanted behaviour, and it takes human intervention for her not to do it. I want to know how to teach her not to do it...
