I thought e-collars were illegal in most States. You could try desenitisation, walk him close to stock and feed while good walk away and don't feed while bad. Would take longer to work but might be better than ending up with a stressed dog through injudicious use. Whatever you do you need to do it ASAP for the dog and other animals safety.
