My 2 y.o. Lab x Staff also does this- and someone told me that the licking around the mouth either means "You're the boss" or "Do you want to play?". It seems submissive to me when Bella does it, but she doesn't do it to every dog, but picks her mark as she is quite dominant and pushy with other dogs.
