There could be a number of reason why they chose to live there. And at the end of the day, refusing service dogs is against the law.

lets hope the breeder provides them with a lot more then just a puppy. How to properly care for it while travelling should be top of the list Maybe it's just the cynic in me but I wouldn't donate a puppy to a family who lets their dog run off, offlead in public...

That was my first thought too. I just had a look at the Facebook page, it's a world gone crazy! I feel for them losing their dog but there is so many times these days where people won't take some/any responsibility for their own actions. It was their job to keep their puppy safe. My thoughts exactly.
